Stand Up Bridletowne Committee meeting with Paul Zuliani – July 10th, 2008
Summary

Helen Jankul; Herb Richter; Paul McKay; Jack Baskerville – Representing Stand Up Bridletowne
We had a positive meeting during which the following information was shared:
The developer’s (Malibu) rezoning application complies with City’s Official Plan and the submission requirements of the Development Guide
The city official plan designates for the Bridlewood Mall property as a mixed use site, i.e. commercial and residential. No provisions in the Official Plan for density or height
The city council/staff have a few options when considering applications, i.e.
Encourages larger structures rather than smaller (densification).
Options may exist for the developer to provide cash-in-lieu of affordable (lower cost) housing.
City requires review of existing soft (social services, transportation) and hard services (roads, sewers, water) which must be in place before building permit approval
Rezoning application received April 4th, 2008
City has 120 days to respond, however, the time can be exceeded if proper dialogue with the applicant, city and community is occurring
Applicant has the legal right to appeal to OMB (Ontario Municipal Board) at any time after the 120 days. It takes 2 – 4 months for appeals to be heard.
Area Revitalization Study, which includes the Bridlewood project, has been requested by Mike Del Grande, Ward 39 Councillor, and is authorized/planned per the Planning and Growth Committee – Michael Mestyan, senior planner in charge of study..
Rezoning application has gone out to all pertinent departments for review and response
Copies of submitted reports can not be provided unless authorized by applicant. Reports can be viewed in the office with a scheduled appointment. Responses (technical comments) are available to be viewed by the community. These issues will be the topic and will be reviewed by working meetings involving community, city and Malibu.
First meeting for study scheduled for end of July.
A charrette is planned for study at a later meeting.
Area Revitalization Study:
This study is conducted for a wider area not for the lands subject to the rezoning application such as the proposed Bridlewood project.
Small groups (10 – 20 people) will meet monthly to discuss issues/department topics like hard and soft services.
Large community meetings will be held approximately every 2 months.
Process will last about 1 year.
Staff believes that study should only include a small area surrounding the mall but boundaries have not been defined.
Notices to the community will reach a larger area (area of influence)
City Planning would handle the charrette (1 day session) with a city facilitator to moderate design exercise followed by 1 or 2 post mortem meetings to finalize the work
For the application the City requires the developer to prepare the required technical reports by engineering firms/professionals and city staff reviews and comments on them.
Copies of the developer’s technical reports are only available to the community if permission is granted by the developer. They can be viewed in the office by appointment.
Staff support retention and investment into the mall. The developer could only replace the mall with more residential units at a later date by way of a further rezoning application.
City controls the phased-in development by the developer but no authority exists to control the developer’s start or construction completion.
The review area is in Land Use Map 19 of the city Official Plan.
